LONG BEACH, Calif. – August 19, 2026 – Galorath, the premier provider of AI-powered Estimation Intelligence for cost, schedule, and risk analysis, today announced the appointment of Javier Provencio as Senior Tech Fellow for Manufacturing, Affordability, and Cost Intelligence. In this role, Provencio will lead advanced cost engineering initiatives across Galorath’s manufacturing estimation practice, strengthening the company’s SEER® for Manufacturing (SEER-MFG™) capabilities and driving affordability methodologies for aerospace, defense, and industrial customers.
Provencio brings more than two decades of hands-on cost engineering, affordability, and design-to-cost experience from programs at Lockheed Martin, Bell Helicopter, Triumph Group, and Otto Aerospace. His career spans the full spectrum of manufacturing cost control: from pre-design trade studies and configuration selection through low-rate initial production and full-rate manufacturing.

As Senior Tech Fellow, Provencio will advance Galorath’s manufacturing cost intelligence practice, working directly with customers to apply SEER-MFG parametric modeling to complex production programs. His responsibilities include refining affordability processes, driving design-to-cost methodologies, and supporting customers as they navigate supply chain constraints, quality control challenges, and production scaling decisions. Provencio will also contribute to the continued development of Galorath’s AI-powered estimation platform, bringing practitioner expertise to the intersection of parametric modeling and operational cost control.
“Throughout my career, I have seen how the absence of structured cost engineering leads to overruns and missed opportunities,” said Provencio. “What drew me to Galorath is that they are not standing still. SEER already sets the standard for parametric estimation, and the work happening with SEERai is pushing the discipline forward in ways the industry has not seen. I wanted to be part of that.”
Prior to joining Galorath, Provencio held cost engineering and affordability roles at Otto Aerospace, where he served as Affordability Process and IT Tools Project Engineer. He previously held numerous positions at Lockheed Martin across its Aeronautics, Missiles and Fire Control, and Rotary and Mission Systems divisions, where he drove cost control alignment and vertical integration planning. At Triumph Group, he led the revitalization of cost control awareness, processes, and talent development for the Aerostructures business unit, a Tier 1 supplier of large complex structures for military and commercial OEMs. At Bell Helicopter (Textron), he led cost control efforts influencing engineering during pre-design, detailed design, and production phases.
Provencio holds a Master of Science in Systems Engineering from Southern Methodist University and a Bachelor of Engineering in Mechanical Engineering from the University of Texas at El Paso. He is a published author of Cost Analysis: Marching to My Own Drum and Leaving a Fingerprint: A Blueprint Towards Cost Control of Aerospace Projects. He is an active member of ICEAA, serving on the OEM COG Steering Committee and currently serving as Region 6 Director.
