CostIQ is a tool for creating a SEER project and cost estimate based only on product requirements. This allows you to create the initial version of an estimate at a very early stage in the development process, at a point where you may know the basic requirements, but nothing else.
HOW COST IQ WORKS
CostIQ is an expert system that applies a technique called case-based reasoning. The system maintains a database (called a case base) of past development projects, along with their associated requirements. Each past project is called a case. Items in the CostIQ case base are organized into separate domains, for example, unmanned aerial vehicles or tracked vehicles. Each domain contains enough past projects so that the user can be assured it is generally representative. To obtain an estimate with CostIQ a domain is first selected. Next, the user will specify a limited set of requirements describing the new project. For example, if a new UAV is being estimated, its early requirements may include range and loiter altitude. CostIQ advises the user of past projects that best match the specified requirements. The user can then combine these into a new project, including or excluding pieces of past projects to suit the concept being estimated. CostIQ supports the user with automated assessments at every stage; it can even suggest values for still unclear requirements. It’s almost like putting the subject matter experts’ brain “in a box.” The output of a CostIQ session is an estimate and also a SEER project that can be further refined. CostIQ works with all SEER models.
THE COST IQ SYSTEM
CostIQ actually consists of two separate applications. The Case-Based Reasoning Tool is the interface for users estimating new projects and creating a SEER project. The Case-Based Reasoning Tool takes you through a series of simple steps, beginning with the selection of a domain, followed by the selection of specific cases based on your requirements, and ending with the creation of a SEER project. The Domain Authoring Tool permits you to define and maintain new domains. While CostIQ is delivered with a set of domains that permit you to use it immediately, the Domain Authoring Tool enables you to create custom domains of particular value within your enterprise.
VALUE BEYOND EARLY ESTIMATES
The obvious value of CostIQ is in obtaining estimates from early requirements, which is useful for both novice and mature estimators in such endeavors as costing concepts for go/no-go decisions and for early bid estimates. CostIQ also can be used for estimates when more information already is available and for relatively mature estimating organizations. Put CostIQ at the front end of your estimating process and substantially cut down the time needed to produce new estimates. CostIQ will generate new projects at a significant level of detail, reducing the need to obtain outside information and insuring that estimates are complete. Mature SEER users with large libraries of completed SEER estimates can make CostIQ their knowledge management tool. In this way, new estimates can be created with the same levels of care, consistency and ‘tribal knowledge,’ ensuring continuity across your estimating organization.
